PURPOSE OF POSITION

To supervise the WFP project team in implementation of commodities and cash based programs. Ensure that activities are implemented as per the standards and project requirement in order to provide best possible beneficiary services

MAJOR RESPONSIBILITIES

Major Activities
Validation of existing beneficiaries
Visit and assess all Liban post and cash united outlet sites to check that equipment are available and ready, check the suitability and accessibility of the site, and identify potential risks.Support Liban Post/Cash United staff during the roll out of the new validation process, especially in densely populated areas.Answer peoples questions on the new validation process (and other questions that may arise), and guiding people through the process.Conduct spot check visits to all the validation stationsEnsure to report all findings/issues encountered on the site, to Project Manager
Preparation and Distribution of Cards and Vouchers
Prepare Cash cards and Vouchers in compliance with donor’s needs. Ensure that the appropriate WV commodity accounting standards;Ensure that proper and accurate distribution plans are prepared in advance to enhance efficient operations. Proper and adequate logistical arrangements must be made in conjunction with the distribution plans.Lead the distribution of Cash cards as per donor’s requirements and plans. Ensure execution and leadership of the following activities:Proper organization and stocking of the distribution center;Ensure that distribution center is properly organized and secured with ropes and that crowd control measures are put in places to ensure smooth distribution and flow of beneficiaries.Responsible to ensure that all necessary distribution equipment are available at the distribution center, including forms, ropers, banners, plastic sheets, measuring devices etc.Supervise the distribution of the E-CARDS to the beneficiaries and ensure an orderly and fair distribution of cards/PINs using the approved ration sizes.Ensure that beneficiaries sign or thumbprint against their names on the beneficiary lists/cards and PINs receipts as proof that E-CARDS ration have been received.Conduct reconciliation of cards, receipts and server and the end of the distribution.Close coordination with WFP local partner for the distribution of PINsSupervise loading of E-CARDS/PINS left over after distributions. Ensure that waybills prepared for E-CARDS/PINS to be returned to the warehouse.Conduct daily physical check to all distribution equipment and report any missing item.Prepare daily distribution reports as per donor and WV required templates.Report any issues/challenges faced at field level.Adequately address protection cases and prioritize assistance provision to the most vulnerable groups;Trainings at distribution sites on shop and ATM usage and how to guard the cash cards.Report on daily distribution achievements and challenges to the Project Coordinator;supervise the loading and unloading of commodities, including preparation of waybills, counting of commodities on site at the start and end of distribution and filling of all appropriate reports (as applicable: tally sheet, beneficiary distribution list, distribution center visit report, food monitoring report) during Commodity distributionAct as the main point of coordination between the project coordinator, WFP and the project staff on the ground. Ensure that all challenges are directed to the team leader and addressed immediately in consultation with the relevant parties;Track staff attendance and timeliness. Ensure staff wellbeing and safety during the distributions;
Monitoring, Accountability and Protection Mainstreaming:
Conduct monitoring and or adhoc visits as per donor request.Conduct training for merchants at field level based on needs and project requirements on beneficiaries’ services, e-cards handling, POS operating, hygiene and food safety etc.Ensure the retailers are fully equipped with the required equipment to carry out the transactions and the equipment are kept in working conditions.Conduct phone call investigations for beneficiaries facing issues with e-cards and PINs.Action project implementation changes approved by the Project Coordinator in line with M&E, accountability and protection report findings;Support actions to address beneficiary feedback;Actively participate in lessons learned session for the project;Action protection mainstreaming standards suggested by the Project Coordinator
Reporting, Recording and Proposal Development
Deliver high quality, accurate and timely daily reports;Prepare weekly and monthly distribution and data gathering reports;File all relevant project documents in line with WV’s requirements for project auditing;Track task progress in line with the established tracking system;Handle stock (pins and cards) in line with WV’s policies;Receive cards/PINs from donor as per the list shared.Update stock register according to cards/PINs in and out.Conduct daily physical count for cards/PINs upon issuance of cards/PINs to the site and after return of cards/PINs from site.Conduct Physical count of remaining stock at the end of the month along with CARC.Conduct data gathering for project amendments and proposals;
Financial Control:
Purchase items in line with the budget and instructions given by the Project Coordinator;Submit all project related invoices with full supporting documents.
Coordination and Staff Management
Ensure all the project staff have an up to date job description and a performance agreement which are reviewed on a regular basis;Support staff by mentoring, and provision of in house or external training related to each one’s field;Coordinate daily with the security Officers and informing them about activities locations.Abide by safety policies and procedures and report any incidents or breaches to line manager and/or safety personnelAttend WFP coordination meetings as necessary;Shadow the Project Coordinator and step in to be the officer in charge during their absence.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor degree or any equivalent degree
  • Able to use a computer, with word-processing (e.g. Microsoft Office) and spreadsheets, internet and e-mail
  • 1-2 years’ experience in NGOs, preferable in the cash and livelihood portfolio
  • Experience in leading field team in field distributions
  • Experience managing team
  • Experience in dealing with people, solving issues and liaising with a wide range of stakeholders.
  • A valid driver’s license (1 year old);
  • Good level of English and Arabic (oral and written);
  • The position is 75% field based and 25% office based. The position holder will be expected to be available on last minute calls, flexible in working hours and willing to work weekends and holidays as the need arises.
