PURPOSE OF POSITION

The purpose of the position is to design, implement, and monitor and coordinate Shelter interventions within World Vision’s emergency response in the Beirut and Mount Lebanon following the Beirut Explosion. The Shelter Engineer is fully accountable for proper execution and monitoring of works as per applicable specifications and standards.

35%Design of potential and current construction projects
Conduct Shelter assessments in affected households in Beirut, using tools validated by Technical Specialist and Senior EngineerDevelop specifications, drawings, and Bills of Quantities (BoQ’s) and support in the selection of potential contactorsDevelop, implement, and manage plans or programs related to conservation or management of natural resources.Perform design calculationsAssist in the development of proposals for new Shelter projectsShelter activities are designed in line with international and local best practicesComplete technical project documentation include calculations, BOQ’s, specifications and drawingsSound proposal solutions responding to needs as assessed
10%Develop report and manage information
Ensure that all information related to Shelter activities are collected and reported in a timely manner.Validate the accuracy of the data, and the quality of the Shelter interventions.Submit regular reports related to the project to the related manager.Study and negotiate variation orders document and approve them when completed.Coordinate the works between beneficiaries, consultant, contractor and client.Communicate effectively with stakeholdersReport the daily progress of works to the related manager.Follow up with Shelter local partners on the quality of implementation, provide technical guidance as well as ensure all logistical matters are completed.Well-managed and clear databases are being used to plan, monitor, and modify the Shelter interventions.Proper reporting is done, in line with donor guidelines
5%Perform other duties as required
Attend and participate in WVL’s spiritual nurture and other organizational events.Responsible of own security and actively contribute to a positive security culture.Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.Perform other duties as assigned by the Line Manager.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor degree in Civil/Construction Engineering, Architecture, or any other related field
  • At least 2 years of experience in a similar supervisory and design position
  • Detail-oriented personality
  • Independent, Self-Starter and creative and able to work without supervision
  • Strong English and Arabic communication skills (oral and written)
  • Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
  • A high level of diplomacy and networking skills is required
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
  • Ability to work in and contribute to team building environment
  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
  • Ability to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
  • Ability to use maps and drawings
  • Experience working collaboratively in a team
  • Experience in infrastructure works, and in coordinating activities with partners and facilitating capacity building
  • Experience in NGOs, preferably in implementing programs in any related field
