Job holder will work under the supervision of Strategic Outcome Manager (SO 3), receiving guidance and regular feedback from Country Director and Head of Programme on work performed. The incumbent will work in coordination with programme Policy Officer (policy coordination) based in Provincial Government and supervise the Sub-Office staff and Field Coordinators (Programme Associates) in Karnali province.


To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 operation needs.


WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 has been approved by the WFP Executive Board in its session of November 2019 and it has become effective from 1 January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the five SOs.

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.


The five Strategic Outcomes (SO) are:

  • SO 1: affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
  • SO 2: Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life-cycle by 2025.
  • SO 3: Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
  • SO 4: The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.
  • SO 5: Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. The Programme Policy Officer (HoSO) will be directly supervised by Strategic Outcome Manager (So 3). S/he will ensure that WFP programme activities under CSP (2019-2023) and field operations are implemented effectively and efficiently by achieving planned outcomes/outcomes against approved annual performance and work plan and are in consistent with corporate WFP policies and strategies. The key responsibilities include:


  2. Contribute to the implementation of the WFP policies and programmes aligned with national goals and WFP and wider UN strategic direction.
  3. Coordinate, implement and monitor the operationalization of the activities under CSP and contribute to the effective and timely achievement of relevant outputs/outcomes.
  4. Contribute towards the development of project concepts and plans as required by Country Office, ensuring alignment with wider programme policies and guidance, CSP 2019-2023 and SDG targets.
  5. Manage sub-office, supervise and guide the Sub-Office staff and field coordinators for food security, nutrition, resilience building, social protection etc related activities management, monitoring, reporting, knowledge management and ensuring programme quality.
  6. Resolve operational issues between activities within the same strategic outcome, possibly requiring input from other stakeholders and the endorsement of the Country Office management.
  7. Develop and foster relationships with partners (including government and local communities) and other stakeholders at all relevant levels to enable the effective positioning of WFP to meet national goals and promote partnerships and collaboration.
  8. Monitor the food security and nutrition situation, vulnerability/risks of disaster and/or other shocks within the province and advise country office on the required interventions in a timely manner, if required.
  9. Manage WFP assets/properties and premises in sub-office in accordance with standard rules and regulation.
  10. Undertake regular field visits (at least one third time) for monitoring and oversight of WFP activities and ensure the effective coordination with stakeholders and that all planned activities are implemented through a cohesive approach.
  11. Manage the implementation of CSP activities at operational level and supervise the implementing partners, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  12. Assess and advise Country Office on the changes in local context relevant to CSP activities;
  13. Research and analyze a range of policy and programme issues and potential risks to programme delivery to inform the development of appropriate policies and strategies.
  14. Lead the initiatives of the result-based management of CSP activities including accurate and timely results reporting and knowledge management at Sub-office level. 
  15. Collaborate with other functional units and staff responsible for other WFP activities to deliver value for money services and maintain cost-efficiency.
  16. Support the capacity building of WFP staff, partners and government to prepare for and respond to food assistance needs, and ensuring protection, accountability, gender equity and social inclusivity.
  17. Guide and supervise junior programme staff at SO, acting as a point of referral and supporting them with analysis and queries.
  18.  Perform other related duties, as assigned by the supervisor/required by country office.


Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Excellent oral and written proficiency in English and Nepali.

Knowledge & Skills

  • Must be familiar with MS office;
  • Nepali Typing skill is an asset;
  • Driving skills with valid license is an advantage.


  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
  • Three to five years’ experience of programme design/planning, programme fund administration, financial and human resource management, coordination, emergency assistance, and/or operational aspects of food assistance or relief operations;     
  • Has taken leadership of implementing development/humanitarian programme,
  • Has experience in the design and/or implementation of development programmes;
  • Has provided input into policy discussions and decisions;
  • Has experience in liaising with government partners, has good negotiation skills and ability to communicate effectively and is a team player;
  • Has knowledge and experience of result-based management (RBM) methodologies and tools (project and programme management, design, monitoring and evaluation) and report writing;
  • General knowledge of UN system policies, rules, regulations and procedures in the area of work is an advantage.
