ORGANIZATIONAL CONTEXT
Enhancing resilience for vulnerable communities has been a core foundation of WFP’s work in Bangladesh for decades. WFP commits through its new Country Strategy Plan (CSP) for innovative approaches to enhance resilience so that improvements in livelihoods, food security and nutrition are not repeatedly lost in areas, which are most exposed to climate-related shocks. The approaches like micro-insurance, forecast based financing, and seasonal livelihood planning would be introduced as the successful risk transfer mechanism to prevent a sharp increase in poverty following a disaster, in a country like Bangladesh.
The overall goal of the project intervention is to reduce human suffering caused by climate-related hazards and to enhance the risk-management capacity of the poor and vulnerable people. WFP will introduce resilience innovation tools and product and will test at the field. The outcome of the intervention should contribute to the level where they can be brought to scale by the Government, Private sector, or both.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the framework of WFP’s Resilience Innovation and under the overall guidance of the Manager – Resilience Innovation (Activity-8), and direct supervision of Programme and Policy Officer-RI the incumbent will:
- Provide technical support and assist in the planning of resilience innovation interventions piloting such as; forecast based financing, micro-insurance and seasonal livelihood programming;
- Work closely with the Programme Officers (Micro-insurance and Livelihood Analyst, and Hydro-meteorological and Climate Analyst) and contribute in preparing tools, format and guidelines for the aforesaid interventions;
- Communicate with CO resilience innovation (RI) team and sub-office regularly to ensure activities are performed in accordance with WFP policies, donor policies, and agreements;
- Ensure and follow-up with partners for timely submission of monitoring and progress reports and review them and provide feedback;
- Provide support to WFP Sub-office and Cooperating Partners in the successful implementation of the piloting and undertake regular field visits to follow-up/monitor the implementation of the programme activities;
- Coordinate with RI stakeholders for smooth implementation of the activities. Maintain an updated list of contact of the Stakeholders;
- Check and verify partners quarterly and monthly invoices and expenditure statements and process payments; perform monthly invoice matching and payment process in the system (ITS).
- Assist in coordinating donor and Government high officials field visits, provide support to organize effectively the visit; prepare fact sheets, briefs, relevant papers for the mission members
STANDARD MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in social science, environmental science, or any other relevant fields; Advanced university degree (master’s degree or equivalent) in a relevant subject is preferable.
Experience: At least 5 years’ experience in Resilience Building, Climate Change Adaptation and/or Disaster Risk Reduction fields;
Knowledge & Skills:
Sound knowledge on food security and nutrition; competent in building and maintaining relationships with Governments, local organizations, and NGO partners; competent in training facilitation; good in interpersonal and negotiation skills; good in computers operation to prepare report using the software packages including Power Point presentation;
Language: Fluency in both oral and written communication in English and Bangla
