The National Talent Pool in Nairobi allows WFP to identify high caliber candidates in Kenya thanks to a robust and competitive selection process. Successful national roster applicants will be notified and placed on the pool for a period of up to two years during which he/she and may be engaged for fixed term national positions in WFP Somalia Country Office or The Regional Bureau in Nairobi when the need arises.

ORGANIZATIONAL CONTEXT

These jobs are found in the Regional Bureaux (RB) and Country Office (CO), and typically report to a more senior Programme Policy Officer. Job holders operate with minimal supervision and provide guidance to junior staff. They are heavily involved in day–to-day activities, analytical work and provide advice on less complex issues.

JOB PURPOSE

Providing strategic and technical support for the mainstreaming of gender equality and women’s empowerment in WFP operations. The incumbent may be required to travel to support field offices and WFP’s operations as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree (MA), or first university degree with additional relevant work experience and/or training/courses, in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies.

Experience: At least three years of responsible professional work experience on gender and protection.

Language: Fluency in both oral and written communication in English is essential. Spoken and written language skills in Somali are preferred.

KEY ACCOUNTABILITIES (not all-inclusive)

Core responsibilities:

  • Support robust mainstreaming of gender and protection/AAP into programming and operations, including systematic age and gender analysis, monitoring and evaluation, reporting, strategy and policy advice on specific gender/protection/AAP issues which impact WFP operations, including in the targeting of beneficiaries, choice of transfer modalities, making sure programmes do no harm.
  • Provide advice, guidance and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism and Targeting.
  • Facilitate and support the integration of Gender Equality and Women’s Empowerment (GEWE) approaches in the monitoring, evaluation and knowledge management frameworks and ensure that gender considerations are integrated in all data collection initiatives, and to ensure proper gender analysis ensues.
  • Lead the implementation of Gender Action Plans and working towards progress to meet yearly targets.

FUNCTIONAL CAPABILITIES

  • Assist in developing staff and partner capacities to integrate gender equality, inclusion and protection principles into their work, employing diverse learning methods in daily operations and operations.
  • Work with the budget and programming office to generate gender budgeting for submission on a yearly basis.
  • Advocate management for adequate allocation of human and financial resources for effective mainstreaming of gender and protection-sensitivity.
  • Responsible for gender and protection reporting particularly for information requests coming from Regional and Headquarters, including preparing corporate reporting such as the Standard Project Reporting, tracking all gender and protection related indicators and benchmarks.
  • Provide WFP staff with regular information and updates on gender and protection concerns and trends in WFP’s programme areas.

OTHER SPECIFIC JOB REQUIREMENTS

Advocacy and partnership responsibilities:

  • Together with the Gender Results Network, identify opportunities for advocacy for the promotion of gender equality and women’s empowerment, and protection-sensitive planning and risk mitigation, including corporate events such as 16 days of activism and Women’s Day.
  • Support the development of relationships with gender and protection mandated agencies and inter-agency fora to strengthen coordination and advancement of gender equality, inclusion, protection, and AAP as related to food and nutrition security.
  • Represent WFP in interagency working groups (including the Gender Themed Group, Gender Based Violence sub-cluster, Prevention of Sexual Exploitation and Violence Taskforce meetings) related to gender equality and protection as necessary.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Knowledge & Skills:

  • Has experience working across the Program portfolio including Gender & Protection.
  • In-depth knowledge of gender and protection in humanitarian and resilience settings, including gender-based violence, humanitarian policy issues, and their linkage with food security and nutrition.

  • Solid analytical, writing skills, and communication skills.

  • Sound knowledge and skills in training and facilitation.

  • Knowledge of UN system policies and functions of gender-mandated agencies.

  • Flexibility to travel on short notice and to challenging and difficult environments.

  • Team spirit and excellent interpersonal relations.

  • Experience using MS Word, MS Excel, MS PowerPoint and other WFP software an asset.

  • Knowledge of WFP administrative policies and procedures considered an asset.
