Org. Setting and Reporting
The post is located in the Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Assistant will work under the overall supervision of the Senior Programme Officer (Regional Coordinator heading the Global Maritime Crime Programme) (GMCP), under the direct supervision of the Programme Coordinator (GMCP, Detention and Transfer) and in close coordination with the Programme Officer (GMCP).
Within limits of assigned authority, the Programme Assistant will be responsible for the following duties:
– Assist in the coordination of programme/project planning and preparation work for, typically, a medium-size and complex component of the departmental programme/project initiatives; monitor status of programme/project proposals and receipt of relevant documentation for review and approval.
– Compile, summarize, and present basic information/data on specific programmes/project and related topics or issues.
– Review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval.
– Review budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system.
– Serve as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
– Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of management.
– Draft correspondence on budget-related issues and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
– Provide general office assistance; respond to complex information requests and inquiries; reviews, log and route incoming correspondence; set up and maintain files/records; organize meetings, workshops; handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
– Provide guidance/training to new/junior staff.
– Generate a variety of standard statistical and other reports, work orders, etc., using various databases including SAP/Umoja and the Programme and Financial Management Information System (ProFi).
– Performs other work related duties as assigned.

High School diploma or equivalent.
A minimum of five years of experience in programme or project administration, technical cooperation or related area is required. Experience in procurement is also required. Experience in working with an ERP system is required, and experience in SAP/Umoja including experience in financial management is an advantage.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Somali or another official United Nations language is an advantage.
Evaluation of qualified candidates for this position will include a substantive assessment and a competency-based interview
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
This is a project post. Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Other Skills and Requirements
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
If an external candidate is considered, the candidate will be subject to a passing grade on the relevant proctored entry-level examination at the duty station.
Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.
Travel expenses incurred in order to take the examination, as well as recruitment travel is the responsibility of the candidate and will not be reimbursed by the Organization.
