The Programme Coordinator, Executive Office (Culture), under the direct supervision of the Chief of the Executive Office of the Culture Sector (CLT/EO) and the overall supervision of the Assistant Director-General for Culture (ADG/CLT), acts as a key member of the Executive Office with responsibility for the coordination, planning, reporting and evaluation of the implementation of Major Programme IV (Culture) financed from both the Regular Programme Budget and voluntary contributions.

In particular, the incumbent will ensure that all aspects of programme coordination at Headquarters and in the Field are effectively managed, including the preparation of documents and follow-up to the decisions of UNESCO’s Governing Bodies, facilitating liaison with and backstopping of Field Offices and associated networks in the planning and monitoring of the Culture Sector engagement in UN programming and reporting exercises, as well as the UNESCO Participation and Fellowship Programmes and other transversal exercises. The incumbent shall also supervise the staff of the Programme Management and Coordination Unit and assume the function of deputy to the Chief CLT/EO.

The incumbent shall perform the following duties:Long Description

  • Plan, formulate and finalize strategic documents and reporting of the Sector to Senior Management and the Governing Bodies of UNESCO and the UNESCO Culture Conventions, including but not limited to the Programme and Budget (C/5) and  Medium Term Strategy (C/4) as well as reports on programme execution, and the analysis and synthesis of inputs from the Sector’s Entities and Field Offices, in respect of programme planning, implementation and evaluation, including on transversal matters such as Africa, Gender Equality, Small Island Developing States (SIDS) and Youth, as well as other intersectoral initiatives and exercises (e.g. Participation Programme and Fellowships).
  • Advise Responsible Officers and Programme Specialists on the priorities established house-wide and by ADG/CLT for the Culture Sector, ensuring that workplans effectively contribute to the implementation of approved strategies; and representing the Sector in planning activities coordinated by Central Services.
  • Coordinate and monitor evaluations for the Sector, in collaboration with the Internal Oversight Service and staff of the Culture Sector, ensuring that recommendations are implemented.

Long Description

  • Plan, initiate and coordinate the preparation and finalization of working documents and monitor the implementation of Decisions and Resolutions of UNESCO’s Governing Bodies relevant to the Culture Sector, in close cooperation with the Office of the UNESCO Director-General and Central Services.
  • Facilitate liaison with, backstopping of and cooperation between the Sector and UNESCO Field Offices and associated networks in the planning, monitoring and management of the Culture Sector’s inputs to UN exercises including UPR, UPCDs, UNDAFs and UN reform; coordinate the reporting of the Culture Sector on UN reports and resolutions, prepare information and analytical materials for Senior Management on these subjects.
  • Coordinate and review the design, management, and reporting of the Sector’s voluntary resources funded activities, partnerships and agreements, in line with approved priorities and in close cooperation with Central Services.
  • Supervise the staff of the Programme Management and Coordination Unit of the Executive Office of the Culture Sector.

  • Advanced University degree (Master’s or equivalent) in the field of Culture, Political Science, International Relations, Law, or related area.

Work Experience

  • At least seven (7) years of progressively responsible and relevant professional experience in programme coordination.
  • Experience in planning and formulating strategic and analytical documents.
  • Experience in drafting and synthesizing reports on programme execution.
  • Experience in programme monitoring and/or evaluation.

  • Excellent knowledge (written and oral) of English or French and good knowledge of the other language.



  • Advanced University degree (PhD) related to the field of Culture, Humanities, International Relations or Law.

Work Experience 

  • Experience in programme coordination in the field of Culture.
  • Experience in programme coordination at the international level.
  • Experience in leading, managing and coordinating teams in a multicultural environment.
  • Experience in institutional/statutory work in the field of culture.


  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
