Org. Setting and Reporting

The United Nations Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The North America Office helps to implement the UN Environment’s Regional programs in North America by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental, challenges, opportunities and emergencies. This position is located in the North America Office in Washington, D.C., USA.

Responsibilities

Under the direct supervision of the Fund Management Officer, the incumbent will be responsible for:

1) Budget and Finance: Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
2) Supports the Finance/Budget Officers(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officer(s).
3) Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
4) Researches/compiles data and other information required by the Finance Budget Officer(s) in the review and analysis of relevant proposals.
5) Consolidates data and provides support to Finance/Budget Officer(s) with respect to budget reviews of relevant intergovernmental and expert bodies.
6) Assists the Finance/Budget Officer(s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
7) Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting requirements by donors.
8) Assists the Finance/Budget Officer(s) in the issuance of allotments and related staffing table authorizations. 
9) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
10) Reviews draft reports, verifying overall accuracy, consistency and uniformity in the presentation, and ensuring comprehensiveness and compliance with the format prescribed by the Editorial and Documents control of GACM; cross-checks consistency of figures in tables with the text of the reports, and verifies references to other reports and documents, bringing errors to the attention of the Finance/Budget Officers(s) concerned; ensures that all necessary corrections are incorporated in the reports; co-ordinates with other finance and budget staff on related issues during preparation of budget reports. 
11) Supports the office’s procurement by Serving as the Requisitioner for the North America Office.
12) General Administration: Drafts routine correspondence. Maintains up-to-date work unit files (both paper and electronic) and related documentation. Performs other related administrative duties, as required, e.g., operational travel programme; and payment to vendors and individual contractors for services; coordinating administrative arrangements for seminars, conferences and translations. Provides guidance to staff with respect to administrative procedures, processes and practices. 
13) Human Resources Management: Coordinates the hiring of the Interns as per the UN rules.

Education

High school diploma or equivalent. MUST have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices away from Headquarters.

Work Experience

A minimum of five years progressively responsible experience in general office support, administrative services or related area is required. Experience with the United Nations common system is an added advantage. Relevant IT skills, including familiarity with Microsoft Office and web-based applications as well as proven working experience with Enterprise Resource Platform (ERP) systems is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Recruitment for this position is done on a local basis. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
