For every child, hope…The Planning and Budget Unit (PBU) is part of the Strategic Resource Management Section (SRM), itself part of the larger New York Headquarters based in the Division of Financial and Administrative Management (DFAM).The PBU focuses on budget related matters and has responsibility for managing and administering the budget formulation systems;preparing quadrennial budgets, mid-term updates and monitoring of budget reports; issuing budgets to field offices and divisions;overseeing the development and issuance of budget policies and procedures; managing post authority tables and other budget tools; andproviding technical training and support to stakeholders at HQ and in the field.

How can you make a difference?

The following is the key functions of this consultancy:

  2. Provide technical support to offices on budget policy, procedure and guidance;
  1. Review budget submissions in the head quarter budgeting system, and communicate with UNICEF staff as needed, to resolve issues and understand submissions more clearly when needed.
  2. Review and process adhoc requests.

Training for staff in the headquarter budgeting processes and budgeting systems (IBCS/ NBCS) would be required.


Provide support when requested by the head of the PBU unit, after discussion and agreement by both parties.

To qualify as an advocate for every child you will have…

  • Strong experience in budget preparation and review at HQ is required.
  • Strong knowledge in IBCS/NBCS (HQ modules) and VISION is required.
  • Good policy interpretation skills.
  • Good analytical, communication and interpersonal skills.
  • Experience in HQ Budgeting is needed.
