Org. Setting and Reporting

This vacancy is to fill two positions in the Security Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Incumbents will be based in Bangui and reports to Head investigator and to Chief Security Adviser (CSA) on all assigned tasks.

Responsibilities

Within delegated authority, the Investigation Assistant will responsible for the following duties:

-Undertake, either personally or jointly with other investigators, investigation tasks and enquiries into violation of security matters, illegal activities, accidents or incidents, complaints and allegations of misconduct, disciplinary cases, and so on, in which members of Mission Civilian Staff/Police/Military advisors may be involved or implicated and prepare reports to the Chief Security Adviser/Deputy Chief Security Adviser.
-Assess the nature of reported complaints, establish the ingredients of the relevant offences, and prepare comprehensive written investigation reports in a timely manner according to existing UN policies;
-Interpret and apply any Administrative Instructions, Policies, Rules and Regulations that go into circulation from time to time as guidance for staff members;
-Visit the scene of incidents or accidents, and examine clues that would assist in the investigations process;
-In the performance of the above-mentioned duties maintain liaison, as required, with local police and other national authorities, or other agents in the Mission area who would make investigations bear good results;
-Perform random checks on Mission vehicles as a deterrent measure for abuses;
-Maintain and update the office investigations’ database and other office records for ease of reference;
-Function as the Standby Duty Officer when placed on the periodic roster to do so;
-Perform any other assignment as required and detailed by the Chief Security Adviser/Deputy Chief Security Adviser.

Education

-High school diploma or equivalent technical or vocational certificate is required.
-Formal qualifications or certifications in investigations obtained through service with military, police, other governmental or intergovernmental agencies and organizations or private enterprise investigative firms are desirable.

Work Experience

A minimum of eight years of progressively responsible, full-time experience in professional investigative work is required.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international or non-governmental organization is desirable.
Two-year experience and exposure at the international level is desirable.

Languages

English and French are the working languages of the United Nations. For the positions advertised, fluency in oral and written English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
