Org. Setting and Reporting
The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.
This position is in Division of Regional Operations (DRO) of the Department of Safety and Security (DSS) in the New York Office. The Division of Regional Operations is responsible for the coordination and management of safety and security of field operations.
The Programme Officer reports to the Programme Management Officer and Deputy Director of Division.

Within delegated authority, the Programme Officer will be responsible for the following duties:
– Participates in the development, implementation and evaluation of assigned programmes/projects, etc.
– Researches, analyzes and presents information gathered from diverse sources.
– Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
– Provides advice on interpretation and application of policies, regulations and rules and support to managers and staff on human resources related matters,
– Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
– Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
– Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
– Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
– Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
– Assists in coordination of activities related to budget and prepares related documents/reports
– Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in project or programme management, administration or related area. Experience in result-based management and reporting is desirable. Experience in recruitment within the United Nations or similar international organization is desirable. Experience using web based recruitment, such as INSPIRA, as HR practitioner for recruitment purposes is desirable. Experience in working with an integrated information management system for administration such as Umoja or other similar ERP platform is desirable. Experience with procurement processes and procedures is desirable.
English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Fluency of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
