Org. Setting and Reporting
This position is located in the Reimbursement Claims Management and Performance Section (RCMPS) of the Uniformed Capabilities Support Division (UCSD) in Department of Operational Support (DOS). This position will report to the Chief of Section. DOS was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices away-from headquarters, field missions, and regional commissions. UCSD will serve as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping. RCMPS is responsible for the calculations, analysis and processing of reimbursement to troop-and police-contributing countries on account of contingent personnel, major equipment and self-sustainment, as well as death and disability compensation for all uniformed personnel.
Within delegated authority, the Programme Officer will be responsible for the following duties:
· Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
· Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
· Researches, analyzes and presents information gathered from diverse sources, such as researching and analyzing legislative and other policy documents to support the Chief of Section in providing analysis on policy issues and procedures of the troops- and police-contributing countries reimbursement framework.
· Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
· Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions to support analysis and development of policies to support reimbursement for military and police contingents.
Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive backstopping through provision of expert guidance, detailed financial data, and other information to Member States and meetings of inter-governmental bodies on the reimbursement framework for countries contributing military and police contingents to United Nations field missions.
· Undertakes and leads negotiations of multi-stake holders agreements, conducts outreach activities, training workshops, and seminars, and makes presentations on assigned topics/activities.
· Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
· Coordinates and supports the Chief of Section in the preparation of the Section budgets, monitoring of performance parameters and critical indicators, reporting on budget/programme performance, evaluation of staff performance (PAS), and interviews and evaluation of candidates for job openings
· Performs other duties as required.
Work implies frequent interaction with the following:
Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies. Representatives and officials in national governments, international organizations, consultants
Develops, implements, monitors and evaluates assigned programme/projects. Demonstrates openness in sharing information and keeping people informed.
Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
An advanced university degree (Master’s degree or equivalent degree) in business administration, management, policy development, financial management, programme management or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in public administration, policy development, financial management or programme management, administration or related area is required.
Experience in development of administrative policies, drafting of reports and coordination or liaison work with intergovernmental or legislative bodies is required.
Experience providing complex data analysis or business analytics is desirable.
Experience supporting peacekeeping operations or other field operations is desirable.
Experience in negotiating multi-stakeholders agreements is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
