Org. Setting and Reporting
This position is located in the Research and Liaison Unit of the United Nations Operations and Crisis Centre (UNOCC), which is part of the UN system’s 24/7 situational awareness and crisis management hub at ODCSS and DPPA-DPO Headquarters. The incumbent reports to the Director of the UNOCC, through the Head of the Research and Liaison Unit. The UNOCC provides rapid situational awareness and analysis of events in the field, in order to enable informed, coordinated and timely decision-making and strategic engagement on operations and crisis management at UN Headquarters (UNHQ) through 24/7 support to senior managers across the UN system.
The UNOCC is part of the Office of the Director for Coordination and Shared Services (ODCSS) serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). ODCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments.
The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.
Under the supervision of the Head of the Information Management Unit, UNOCC, the incumbent will be responsible for the following duties:
• Assist with the maintenance and operation of UNOCC’s software applications and hardware equipment.
• Ensure 24/7 operational readiness and provide technical support, as needed, for UNOCC’s ICT and audiovisual equipment in the UNOCC and the relocation site.
• Prepare user documentation and training materials for UNOCC’s ICT systems.
• Provide training to staff on UNOCC’s ICT and information management systems.
• Maintain regular contact with UNOCC staff and technical staff and provide support, as required.
• Serve as focal point for supporting and monitoring ICT resources; follow up on necessary administrative issues and liaise with service providers to initiate and follow-up on requests for support.
• Maintain databases, SharePoint and shared file storage, and web content.
• Control access to UNOCC’s data and file resources by granting and revoking user access as required
• Manage office ICT hardware inventory, including updating of inventory database and liaising with DOS/OICT.
• Draft correspondence and communications, including work plan revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports.
• Provide user training as needed in the operation of specialized equipment including crypto phones, crypto faxes, satellite phones and other communications equipment.
• Assist other administrative staff in the Centre, including coverage of the Director’s programme, when needed, and assist with operational and administrative issues in the Watch Room, as per requirements and capacity of the UNOCC’s other administrative staff, as well as any other duties, as requested.
• Familiarity with the UN’s information infrastructure, hardware, software and application systems.
• Knowledge of office software productivity tools; knowledge of databases and web structure and content management, processes and procedures generally, and specifically those related to computer application system development, implementation and user support.
• Ability to understand workflow and document flow processes.
• Ability to respond to changing requirements and assignments and demonstrated ability to apply good judgment in the context of assignments given.
• Support level knowledge of Microsoft Office and Windows networking.
• Speaks and writes clearly and effectively.

• High school diploma or equivalent is required.
A minimum of seven years of experience in information management and administrative services is required, of which, five must be mostly related to information management and technical support.
Several years of technical experience, e.g. systems support, administration and maintenance, content management, technical writing, user training, etc. is required.
Specific experience in information management, information technology and related information systems, policies, procedures and practices in an international organization or similar setting is highly desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test in English at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
