Org. Setting and Reporting
This position is located in the Office of the Chief Executive of Pension Administration within the United Nations Joint Staff Pension Fund (UNJSPF) in New York. The incumbent reports to the Chief Executive.Responsibilities
Within delegated authority, the Administrative Assistant will be responsible for the following duties:
•Provides substantive and administrative support in managing priorities and workflow of the Office of the Chief Executive (CE).
•Serves as first point of contact and liaison with senior officials internally and externally.
•Screens and prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the CE’s attention and refers others to relevant officer for appropriate action; monitors and follows-up on actions to be taken.
•Organizes official receptions, meetings, etc., handling all necessary arrangements (e.g. room reservations, guest/participant lists, invitations, catering, seating arrangements, background documentation, special equipment, etc.).
•Prepares, processes and classifies confidential information.
•Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
•Drafts correspondence and notes for signature.
•Responds to queries from Pension Board and Committee members, UN departments, participants, beneficiaries and other stakeholders.
•Provides support to the Office of the CE in preparing drafts to respond to correspondence from high level officials, committees, or governing bodies.
•Provides support to the Office of the CE to respond to queries from the Fund’s stakeholders regarding pension issues by using the Fund’s systems and databases.
Human Resources Management: Acts as a backup for HR functions, which may include the following tasks:
•Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
•Responds to inquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
•Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. Reviews and processes personnel actions through Umoja.
•Monitors staffing table and prepare relevant statistical data/charts.
Budget and Finance: Acts as a backup for Budget and Finance functions, which may include the following tasks:
•Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to Headquarters’ budget, trust funds, grants and procurement.
•Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
•Assists managers in the elaboration of resource requirements for budget submissions.
•Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Prepares or customizes financial reports from IMIS system generated reports.
•Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.Competencies

High school diploma or equivalent.Work Experience
A minimum of seven years of experience in administrative services, finance, accounting, audit, human resources or related area is required.
Experience supporting senior management officials is required.
Experience within a large pension fund or financial institution is desirable.
Experience working with ERP systems is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.Assessment

• The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat. • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test.
