Org. Setting and Reporting
This position is located within the Information and Communications Technology Section (ICTS), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA).The Telecommunications Assistant reports directly to the Team Leader, Telecommunications Team (TT) and will be under the overall supervision of the Chief, ICTS.
Within delegated authority, the Telecommunications Assistant will be responsible for the following duties:
Satellite Earth-station Operations:
1 – Assists in operation and maintenance of Intelsat Standard satellite earth-station equipment, inclusive of the antenna system, RF equipment, IF equipment, base-band equipment, and the control, supervisory, and test facilities.
2 – Monitors satellite link performance.
3 – Performs fault diagnosis and repair.
4 – Maintains earth-station records and documentation.
5 – Undertakes spare parts tracking.
6 – Performs other related duties as required.
Voice and Messaging Operation:
7 – Analyzes and reviews requests for telephone services; advise UN officials and or facilities staff, e.g., architects, electricians, movers) in preparing requests for services to ensure they are cost-effective and physically feasible.
8 – Formulates technical service orders and follows up on pending work orders, requisitions, trouble reports, etc., to ensure work is completed in a timely fashion.
9 – Decides on type of equipment/services needed.
10 – Maintains liaison with outside contractor telecommunications representatives with regard to any change, correction or discrepancy on the above and other technical information on procedures; oversees installations, monitors quality and quantity of work performed by contractors and compiles and prepares statistics on same.
11 – Drafts and prepares blueprints showing equipment locations for telephone technicians and facilities management staff.
12 – Assists in the design and development of work order databases and maintains the databases using advanced computer technology.
13 – Performs other related duties as required.
Audio/Visual Conference Services:
14 – Installs, configures and tests audio, video conference and desktop video conference hardware/software using available communication and network connectivity.
15 – Assists in meetings’ preparation by preparing and configuring conference hardware in various locations throughout headquarters and operates equipment during conferences.
16 – Provides support and training for new users of conference systems.
17 – Researches and evaluates new conference products ensuring compatibility with current operational standards and growth for future needs.
18 – Performs other related duties as required.
Radio Communications Installation and Maintenance:
19 – Installs, configures and tests radio communications hardware/software using available radio communication infrastructure.
20 – Assists in meetings’ preparation by preparing and configuring conference hardware in various locations throughout headquarters and operates equipment during conferences.
21 – Performs maintenance and minor repairs on radio communications equipment.
22 – Programs hardware and software parameters of radio communications equipment.
23 – Provides support and training for new users of radio communications equipment and systems.
24 – Researches and evaluates new conference products ensuring compatibility with current operational standards and growth for future needs.
25 – Performs other related duties as required.
Professionalism – Knowledge of telecommunication equipment, principles of operations, including local area networks, satellites, radio and video surveillance systems, voice and messaging systems. Knowledge of satellite earth station technology, and principles of analog and digital transmission. Knowledge of synchronous and asynchronous data interface standards and protocols. Knowledge of satellite modem, CSU/DSU, and digital line driver operation. Ability to apply knowledge and technical skills to install and test relevant equipment, provide maintenance services and user support. Ability to assist with analog and digital transmission facility testing and trouble-shooting. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. High school diploma or equivalent.
Five years of progressive experience in telecommunications or related area. Experience with operations and maintenance of Satellite earth station, Cisco IP telephony, room based video conferencing equipment, web conferencing applications and programming of VHF radio is highly desirable.
English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.
In addition to the above, the shortlisted candidates will undergo a substantive written assessment related to the functions of the post and a competency-based interview. Only short-listed candidates will be contacted.
Appointment against this post is on a local basis; candidates shall be recruited in the country of the duty station, irrespective of nationality and length of time the candidate may have been in the country. If no suitable candidate is identified, overseas candidates will be considered subject to a passing grade on the relevant entry-level examinations at the duty station.
Staff members are subject to the authority of the Secretary-General, who may assign them to any task or function in the organization. In this context, all staff are expected to move periodically to new functions during their careers in accordance with established rules and procedures.
The candidate is responsible for any expenses incurred in order to take the examination and, in the event of an employment offer, any costs relating to travel and relocation to the duty station.
