Org. Setting and Reporting
This position is in the Field Technology Section (FTS) of the United Nations Mission in Kosovo (UNMIK), duty station Pristina. The Information System Assistant will report to the Chief Field Technology Section.
Within the limits of delegated authority, the Information Systems Assistant will be responsible for performing the following duties:
•Assists with the planning of all major projects within the Mission, monitoring the progress of the analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems;
•Supports the development of technical specifications for the procurement of equipment and contractual services, and coordinates the technical evaluation of offers and proposals received;
•Handles all aspects of contract administration including the establishment of service level agreements with vendors and charge back policy for users;
•Assists the team with the development, implementation and monitoring of information systems standards, guidelines and procedures;
•Provides advice to users, analyzing user requirements and translating these into new applications; determines application systems integration and linkage issues;
•Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc;
•Supports the team with the development of training materials, operating and user manuals and trains staff in the use of assigned systems;
•Assists with the development of disaster recovery plans relating to information systems and ensures appropriate planning and training of those responsible;
•Researches, analyses and evaluates new technologies and makes recommendations for their deployment;
•Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.;
•Develops the yearly work plan, mentors and supervises personnel of the Unit.
Internetworking and Infrastructure
•Participates in the development of plans for major ICT systems’ projects within the mission, monitoring the progress of the design, installation and commissioning of various networks and systems;
•Contributes to the maintenance of internet working systems that includes routers and switches, operating systems’ platforms, database management systems, servers, workstations, and related equipment;
•Devises and administers disaster recovery plans; provides training for support staff in implementing these plans to ensure optimal readiness;
•Shares responsibility for the proper implementation of backup and recovery procedures;
•Maintains a regular review of the network resources access control, data security, and server and data stores security systems;
•Ensures all information security systems are properly configured and maintained;
•Supports the user access control for network resources and overall network security.
•Ensure integrity of the various internetwork connections within the missions Intra- and Extranets.
•Liaises with other Units within the Service and other logistics support elements of the Mission to maintain optimal 24/7 operations for the network and server systems operations.
•Reviews network and server configurations ensuring maximum efficiency and optimal usage of resources; identifies the need for new systems or re-engineering of the existing systems.
•Create and assigns work orders in accordance with established procedure; distributes work assignments and monitors progress, problems to resolution; detects problem patterns and recommends solutions.
•Act as problem escalation point for technical staff at lower levels; escalates problem/tasks to the appropriate parties in accordance with established procedure.
Professionalism: Knowledge of Information Technology and Applications, including Computer system networks. Good technical skills, ability to conduct network maintenance, provide support to physical and virtual server services, user support, implement and maintain Disaster Recovery/Business Continuity systems, and information systems security and control. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
High school diploma or equivalent and certification/diploma of other supplemental academic qualifications or training in Information Systems and Technology are required. Comptia Security+ certification is desirable. PRINCE2 Foundation, ITIL Foundation certification and other industry trainings and certifications are desirable.
At least eight (8) years of progressively responsible experience in Information Systems and Technology, or related area is required. Experience in Information Systems and Technology in a United Nations common system field operation is desirable. Experience in implementing high availability disaster recovery solution, programming CISCO devices integrating data and voice and MS Windows Active Directory support and administration are desirable.
English and French are the working languages of the United Nations Secretariat. Fluency in English or French, (both oral and written) is required; knowledge of the other is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process.
