Org. Setting and Reporting
This position is located within the Collection, Analysis and Sharing Section of the International, Impartial and Independent Mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011 (IIIM). The incumbent will report to the Analyst P4.
Within delegated authority, the Intelligence Analyst will be responsible for the following duties:
– Undertakes in-depth research and analysis of complex political, military, paramilitary, and other related groups’ activities in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity and war crimes, including sexual and gender-based violence;
– Gathers, collates and analyses multi-source information, and identifies information gaps and/or inconsistencies to inform decisions relating to further investigative activities;
– Prepares comprehensive analytical reports and associated products in support of the IIIM’s structural investigation, and case building activities;
– Under the overall direction of the Deputy Head, provides strategic advice and guidance to the Analyst P4, Senior Legal Officer (Collection and Analysis), Legal Officer (Coordinating Analysis) and other supervising staff on issues relating to events, individuals and groups;
– Prepares detailed reports documenting analytical findings. Assists in the presentation of evidence in proceedings, if required;
– Identifies and analyses information and evidence for determination of relevance for inclusion in interviews in support of investigations. Liaises closely with investigators, lawyers and information and evidence officers;
– Participates in briefings and conferences with other members of the IIIM, as well as actors external to the IIIM including governmental officials, civil society actors, UN entities and other partners relevant to collection of information and evidence;
– Reviews and identifies material relevant to the preparation of case files to be shared in support of ongoing or future criminal investigations or prosecutions by national, regional or international courts or tribunals;
– Assists national prosecutors, police or law enforcement agencies with investigative and/or prosecutorial activities, including testifying in formal proceedings, if required;
– Conducts additional inquiries as requested by the IIIM;
– Performs administrative functions pertaining to the implementation of policies and procedures for the IIIM;
– Provides guidance to junior analysts under the direction of the Analyst P4, Senior Legal Office (Collection and Analysis), the Legal Officer (Coordinating Analysis) and other supervising staff.
Demonstrated ability to analyse complex political, military, paramilitary, and other related groups’ activities in relation to war crimes, crimes against humanity, and genocide, including sexual and gender-based violence crimes. Ability to employ sound professional analytical experience to facilitate the production of high quality work from the team.Expertise in open source analysis. Knowledge and understanding of theories, concepts and approaches relevant to criminal investigations and prosecutions; Familiarity with and experience in the use of various research methodologies and sources, including digital sources; Ability to work in a high-tech environment. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master’s degree or equivalent degree) in criminology, law, history, political/social science or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification or training in intelligence analysis is an asset.
A minimum of five years of progressively responsible work experience in intelligence analysis on complex political, military, paramilitary, and other related groups’ activities in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity, and war crimes, including sexual and gender-based violence or related legal area is required.
Intelligence analysis work experience in the Middle East and North Africa region particularly related to the Syrian conflict is desirable.
Work experience in addressing sexual and gender-based crimes is desirable.
Work experience in addressing crimes against children is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of French is an asset.
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
