Org. Setting and Reporting
This position is located at the United Nations Economic Commission for Africa, Security and Safety Service (SSS-ECA), Office of the Executive Secretary.
Under the overall command of the Chief of Service, the Security Lieutenant is required to perform security functions and reports directly to the Security Inspector or supervising officer.
Within delegated authority, the Security Lieutenant will be responsible for the following duties:
•Organizes and manages the activities and operations of the Unit.
•Inspects line-ups of officers to ensure that they are properly attired and equipped, as well as knowledgeable of the daily security requirements.
•Assigns officers to areas and maintains contact with supervisory personnel and officers.
•Directly supervises Unit personnel.
•Ensures that all posts are properly and effectively manned.
•Assures the proper maintenance of all relevant equipment and records.
•Prepares and reviews incident reports of the Unit; guarantees that all incidents and complaints reported are effectively addressed.
•Reviews all meeting and special event schedules to determine staffing requirements. Recommends inter-unit redeployments to resolve temporary personnel shortages.
•Assumes command of emergency or heightened security situations until properly relieved.
•Replaces Security Inspectors as required.
•Performs all other related duties as required.

High school diploma or equivalent is required. Additional security or military training is required. Must have passed the United Nations Security Officer Test (SOT). Additional studies in the field of Law, Business Administration, Social/Political Science or related field is desirable.
At least seven years of experience in all areas of the security operations, including in civilian police force, military police, or other relevant military operations. Experience of working in different security sectors and/or a client focused organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise, a competency-based interview and a physical fitness test.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
Internal and external candidates with the required qualifications must pass the written entrance test for United Nations Security and Safety staff. An invitation to participate in the test will be sent by e-mail to candidates with the required qualifications. External candidates will be responsible for any travel expenses incurred in order to take Security Officer Test (SOT) and physical fitness test and, in the event of an employment offer, any cost related to travel and relocation to the duty station on appointment and separation. The candidate will also be responsible to obtain any visas and work permits in order to take up the appointment. If selected, external candidates will be recruited on a local basis and would not be entitled to international benefits.
The incumbent is required to work irregular shift hours on 24/7 basis. May be required to work extended duty shifts on short notice based on the exigencies of the service.
Physical condition: Must be in excellent physical and mental shape. The selected candidate is subject to satisfactory medical clearance that may includes a psychological test.
United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
