Org. Setting and Reporting
This position is located within the Budget and Finance Section (BFS), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Senior Budget Assistant reports directly to the Budget and Finance Officer and will be under the overall supervision of the Chief, Budget and Finance.
Within delegated authority, the Senior Budget Assistant will be responsible for the following duties:
1 – Acts as Certifying Officer on behalf of and in the absence of programme managers.
2 – Undertakes reviews, analyses and preparation of the medium-term plan and its revisions.
3 – Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.
4 – Assists managers in the elaboration of resource requirements for budget submissions.
5 – Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
6 – Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
7 – Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
8 – Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
9 – Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
10 – Assists in the preparation of budget performance submissions.
11 – Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
12 – Monitors integrity of various financial databases.
13 – Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
14 – Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
15 – Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
16 – Drafts or prepares correspondence to respond to inquiries in respect to relevant financial and budget matters.
17 – Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
18 – Performs other related duties, as assigned.

High school diploma or equivalent.
A minimum of ten years of progressively responsible experience in finance, budget, accounting, administrative services or related area.
Three years of demonstrated progressive experience in carrying out reviews and transactions through an ERP system is required.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Arabic is desirable.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.
In addition to the above, the shortlisted candidates will undergo a substantive assessment related to the functions of the post and a competency-based interview. Only short-listed candidates will be contacted.
This position is available for one year. Extension of appointment is subject to availability of funding, continued need for the position, and the satisfactory performance of the incumbent.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
