Org. Setting and Reporting
The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.
This post is located in the Procurement Unit of the Resources Management and Service Delivery Division (RMSDD) of ESCWA. The Procurement Assistant will report directly to Director of RMSDD.
Within delegated authority, the Procurement Assistant will provide procurement, logistical and administrative support to ESCWA Procurement Unit in the acquisition of a wide variety of goods and services; and may be responsible for the following duties:
•Reviews, records and prioritizes purchasing requests assigned; coordinates with the requisitioners and obtains additional information/documentation as required; determines the availability of vendors and funding sources.
•Monitors status of existing requisitions and Purchase Orders, maintain contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/commodities/equipment from its original destination to ESCWA Premises, Beirut , verifies receipt and inspection of deliverables and accurately reports, as and if required.
•Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved.
•Prepares abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officers.
•Finalizes purchase orders and contracts for approval by the Procurement Officer; may authorize purchases in line with delegated signature authority, and, if required, prepares case presentations for to the Contracts Committee for review and subsequent approval by the authorized official.
•Assists relevant officers in more complex, higher value purchasing operations; coordinates distribution of pertinent documents to concerned parties, ensures appropriate follow-up action, etc.
•Maintains relevant internal databases and files and all relevant documents in chronological order; keeps track of any contractual agreements, systems contracts, etc. and informs affected users of contractual rights and obligations.
•Conduct market research, , retrieves and presents information from a variety of internal and external sources, identifies new vendors by commodity, encourages and guides them to register in the United Nations Global Market Place (UNGM) , as well as obtain specifications for new products and equipment on the market.
•Effectively liaises with all concerned stakeholders at all stages of the procurement process, maintains friendly approach, discuss/clarify ambiguities and bring to the attention of the Procurement Officer any unresolved problems.
•Drafts routine correspondence.
•Performs other duties as assigned.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
High school diploma or equivalent is required.
A minimum of five (5) years of progressively responsible work experience in procurement or related area is required.
At least two (2) years of experience working with an Enterprise Resource Planning (ERP) system is required.
Prior United Nations/International Organizations’ experience in procurement is desirable.
English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.
For this position, fluency in English is required. Fluency in Arabic is desirable.
Note: “Fluency” equals a rating of “fluent” in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.
Evaluation of qualified candidates will include assessment(s) and a competency-based interview.
• This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.
