Org. Setting and Reporting
This position is in the Service Delivery Unit (SDU), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Finance and Budget Assistant reports to the Programme Management Officer and will be under the overall supervision of the Director of ASD.
Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:
– Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
– Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
– Assists managers in the elaboration of resource requirements for budget submissions.
– Undertakes research and provides support in respect to budget reviews of relevant intergovernmental and expert bodies.
– Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
– Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
– Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
– Monitors integrity of various financial databases.
– Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
– Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
– Prepare request to Controller’s Office on redeployment of funds and to Finance section on movement of funds
– Review data on monthly staffing complement
– Process fund distribution received from HQ and input allotment advice in Umoja
– Identifies and annotates bank account movements.
– Files and archives as required.
– Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
– Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
– Maintain and keep up-to-date files.
– May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
– Performs other related duties, as assigned

High school diploma or equivalent.
A minimum of seven years of progressively responsible experience in the field of accounting, budgeting, finance or related area is required.
Demonstrated experience in carrying out reviews and transactions through an ERP system is required.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge in Arabic is desirable..
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

This position is available for one year. Extension of appointment is subject to availability of funding, continued need for the position, and the satisfactory performance of the incumbent.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
