Org. Setting and Reporting
The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.
This position is within the Security and Safety Section (SSS) of the Division of Headquarters Security and Safety Services (DHSSS). Under the overall supervision of the Chief of Section, the incumbent reports directly to the Unit Supervisor.
The incumbent is required to provide security and safety services for the protection of United Nations personnel and property, including armed security functions. The incumbent will be required to work on shifts, morning, afternoon, and night.
Within delegated authority, the incumbent will be responsible for the following duties:
1 – Manages, supervises and coordinates the work of the assigned squad(s) within the Safety and Security Section;
2 – Inspects line-ups of officers to ensure that they are properly attired and equipped, as well as issuing assignment orders, including redeployment, and adjustments in accordance with operational requirements;
3 – Assess training needs, identify, design and deliver training programmes by fostering a positive atmosphere, and provide corrective feedback to trainees.
4- Supervises personnel and manages the performance of staff under command; Act as the first reporting officer for assigned security personnel; Assists in the preparation of performance evaluation reports;
5 – Ensures that all posts are properly and effectively manned and that routine patrols and physical inspections are conducted to check the safety and security of the premises, personnel and adherence to rules and regulations;
6 – Assures the proper maintenance of all relevant equipment and records in order to carry out the duties and responsibilities of the unit; prepares required documentation such as requisitions, work order authorization lists, instructions etc.;
7 – Prepares and reviews incident reports prepared by the Unit; guarantees that all incidents and complaints reported are effectively addressed and personally conducts investigations of all serious accidents, crime and property losses in the area of
operations, and takes preventive action to forestall losses, damage or theft; reports all pertinent data for complete investigation to the appropriate point of contact;
8 – Implements planned coverage for meetings, special events and VIP visits and staff by making adjustment in light of operational requirements and recommends inter-unit redeployment to resolve temporary personnel shortages;
9 – Acts as officer in charge as required, and assumes command of emergency or heightened security situations until properly relieved;
10 – Organizes and supervises building evacuation exercises;
11 – Performs all other related duties as required.
Professionalism – Knowledge of United Nations Security policies, procedures and practices; technical skills in methods of instruction, physical security, personal protection, strategic and operational planning, fire prevention and suppression, emergency medical and hazardous material response; demonstrated knowledge of control center operation/CCTV and desk officer functions; excellent report writing and investigative skills; demonstrated professional and courteous attitude; must be mentally and physically fit – duties may require long periods of standing; must meet all UN firearms qualification standards; demonstrated computer skills in standard office automation software. Demonstrated sound judgment in applying United Nations Security policies, procedures and practices and in applying technical expertise to resolve a range of protection management issues/problems. Ability to lead, motivate officers under command as well as manage and evaluate performance of officers under command.

High school diploma or equivalent diploma with supplemental security training is required.Job – Specific Qualification
Close Protection Officer Certification (CPOC) or Revised Close Protection Officer Certification (RCPOC) is desirable.
Firearm Trainer Officer (FTO) certification is desirable.
A minimum of seven years of experience in the security operation within the UN Security Service, including investigation, physical security, personal protection, fire prevention and suppression, emergency medical and hazardous material response or related area is required.
A minimum of one year of experience in managing performances is required.
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For the post advertised, fluency in oral and written English and Arabic is required.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

• Must be mentally and physically fit. All duties are performed in uniform; however, at times the incumbent may be required to perform duties in civilian clothes. Duties may require long periods of
standing. The incumbent is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses and to meet all UN firearms qualification standards.
• This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to the availability of the post or funds, budgetary approval, extension of the mandate, continued need for services, and satisfactory performance.
