 Background
The OSCE’s commitment to promote the role and the inclusion of youth in its peace and security agenda dates back to its founding document, the Helsinki Final Act, and has been strengthened through many OSCE decisions.  Ministerial Council declarations, in 2014 and 2015, acknowledged the potential of young people to contribute to political, economic and social development and to the OSCE’s work across the three dimensions of its comprehensive concept of security. Furthermore, the 2018 OSCE Ministerial Council in Milan adopted a Declaration on the Role of Youth in Contribution to Peace and Security Efforts, which acknowledges the role youth can play in supporting OSCE participating States to implement their commitments in all three dimensions of security, in line with United Nations Security Council resolutions 2250 (2015) and 2419 (2018). In 2019, the Framework for strengthening OSCE efforts on youth and security has been developed and presented to the participating States, providing guiding principles in working with youth and for youth, as well as identifying priority areas and recommendation for strengthening the organization’s efforts on youth and security.Following the Framework’s recommendations and in an effort to create opportunity for integrating youth perspectives in its consultation and policy dialogue platforms, the Youth Advisory Group – the internal consultative youth mainstreaming mechanism- has been created in the OSCE Programme Office in Dushanbe with the aim to support integration of the youth perspective and to provide a channel for input and feedback from young people into the planning and programmatic activities.Objective:The Office is planning to organize the training on youth mainstreaming and youth participation  in the decision-making processes for the members of the Youth Advisory Group (YAG) in order to support the capacity building and to the professional development of the YAG members on the relevant areas.In this regards, the Supporting Participatory Dialogue (SPD) Programme requires the services of an experienced international consultant with an excellent understanding of the youth mainstreaming approach, the concept of the youth participation in the decision-making processes and strategic approaches to expand it, as well as prior engagement in work with youth in the Central Asia region. The Consultant will be requested to design the training and its sessions, as well as deliver the training in an online format using participatory methods and promote active participation and engagement of the participants.
 
 Tasks and Responsibilities
 
Under the overall supervision of the National Political Dialogue Officer and in consultation with the SPD Programme of the OSCE POiD, the Consultant will:Design the programme of the 3-day training (2 days);Develop and prepare the training modules on the issues of the youth mainstreaming approach and expanding youth participation in the decision-making processes (2 days);Develop and prepare the hand-out materials and background briefs for participants (1 day);Deliver the training modules and related sessions (3 days);Mentor participants throughout the training by observing, encouraging, supporting and counselling (during the training);Facilitate the discussions during the training and participate in them accordingly (during the training);Prepare an assessment report, outlining the main reflections of the training and recommendations for further development of the group (2 days).Deliverables:Design and preparation of a 3-day training completed, including its modules, sessions and interactive exercises, on the issues of the youth mainstreaming approach and expanding youth participation in the decision-making processes;Prepared hand-out materials, background briefs for participants;Delivery of the 3-day training, its modules and sessions, including serving as a mentor during the course;Contributed to an evaluation of the training through conduction of the feedback sessions and sharing general observations and reflections with the OSCE SPD;Detailed assessment report on the Training, outlining the main reflections of the training and recommendations for further development of the group.Duration of assignment:10 working days in December 2020 (including working on a weekend days, if necessary).
 
 Necessary Qualifications
 
Advanced University degree in international relations, international security, political sciences, law, social sciences, or related fields;Eight years of experience of working on issues related to youth participation in the decision-making processes, policy and advising, youth mainstreaming;Experience and skills in development, conduction and facilitation of the trainings on areas related to the expanding youth participation in the decision-making processes, using the interactive methods;Knowledge on the current situation and challenges in the area of the youth participation in the political and decision-making processes in Central Asia;Ability to research and analyse complex matters;Ability to work with people of different nationalities, religions and cultural backgrounds;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;Excellent organizational and co-ordination skills;Excellent writing and presentation skills;Computer literacy with practical experience in Microsoft applications;Flexibility, ability to work under minimum supervision and deliver against tight deadlines.

 Remuneration Package
