Job DescriptionThe Capacity Building officer is responsible for working in partnership with key local, national and international partners of the IRC through capacity strengthening initiatives. He will be responsible for proactively planning and leading capacity building initiatives and activities in Beirut/MTL in response to Beirut Blast. This includes preparing for sessions in a structured and methodical manner. The CB Officer will also be responsible for the quality and effectiveness of IRC’s emergency response within his/her designated area of responsibility.

The CB Officer will be responsible for amending core child protection case management tools for the child protection program and for the local partners of the IRC CP Program. S/he will spend the majority of his/her time in the field and will ensure that all CM partner staff are implementing according to IRC standards. The Capacity Building Officer will help identify lessons learned, and contribute to the development of technical tools and guidance for staff. The Capacity building Officer will be responsible also to support Child Protection Managers including the CP Coordinator, & Senior Child Protection Manager to edit and adapt the case management internal tools, protocol, and policies.Major Responsibilities:Under the direct supervision of the CP Emergency Manager, the CB officer will be responsible to Work closely with UPEL, IRC partner during the Emergency response in Beirut, and ensure that all partner emergency staff are fully briefed and trained on Case management

  • Build the skills of volunteers on child safeguarding, safe identification and referral for CP
  • Support emergency preparedness with volunteers and set up a system on data collection, data protection protocols
  • Work closely with UPEL in building detailed implantation emergency response plan including timeline for implementation of sessions, setting times for CB sessions, and identifying core technical areas for growth.
  • Provide technical support to UPEL by attending sessions and provide agreed upon and documented support.
  • Work on technical oversight of case management including all aspects of technical supervision, as well as setting up and working with the partner on a CM response.
  • Solid preparation of sessions, developing training materials in a timely manner based on needs identified and existing best practices, preparing relevant facilitator’s guides.
  • Deliver core trainings on child protection case management, child labour
  • Plan and share a schedule for sessions with the partner on a weekly basis, to ensure all relevant staff are well informed and on board with schedule.
  • Closely liaising with Manager and Senior Monitoring and Evaluation officer to ensure all relevant M & E tools are in place and adapted to training and capacity strengthening session.
  • Assume full responsibility for all relevant monitoring and evaluation activities- this include:

1. Draft concise and clear capacity building reports on a daily basis2. Ensure that the partner project targets are met according to the implementation work-plan3. Submit relevant data to the Senior M & E officer;4. Pre – Post test and evaluation form

  • Draft and edit Key Child Protection Tools:

1. Update, amend and where relevant translate key child protection case management materials2. Edit and adapt the case management internal tools, protocol, and policies.3. Conduct on the job coaching visits and provide recommendations to support implementation of activities by IRC staff and partners’ staff Planning, grant monitoring, and reporting:

  • Assume full responsibility for tracking individual participants in training databases, and ensure data entered is accurate and up to date.
  • Assume full responsibility for reporting data and sharing narrative reports in a timely manner;
  • Support in documenting all trainings, workshops and field visits using the appropriate tools
  • Participate in development of lessons learned and best practices.

  • Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs;

Qualifications

  • University degree in psychology, social work, or related field.
  • 2-3 years working experience minimum
  • Desired demonstrated expertise in implementation of humanitarian projects.
  • Experience in working with children mandatory
  • Experience in working in emergencies preferable
  • Strong experience in case management, PSS experience is an added value
  • Experience in working in a cross cultural environment mandatory
  • Experience in working in NGO with Good understanding of structure and processes in NGOs.
  • Experience in delivering trainings
  • Coaching experience is preferable
  • Ability to develop training, manuals, and strategy in CM
  • Fluency in Arabic and English mandatory
  • Proficient in Word and excel
  • Commitment to high level of confidentiality with sensitive information.

Working Environment: This position requires some overnight stays and trips to the field. Candidates must be able to balance frequent “field work” with responsibilities in the office, including responding to emails, coordinating with coordinator, senior manager and partners.
