Deputy Chief of Party, Afghanistan Job Creation Project

The Goldozi Project (“Goldozi,” embroidery in Dari) is a four-year USAID-funded project, awarded to FHI 360 under the Afghan Jobs Creation Program (AJCP), focused on creating and/or improving jobs in the embroidered products value chain for 15,000 women embroiderers and 500 predominantly female sales agents. Goldozi will pull from a large pool of talented Afghan women embroiderers to upgrade their skills, establish a class of professional intermediaries, create linkages in local, regional, and international markets, and disseminate market information. Simultaneously, Goldozi seeks to generate domestic and international demands for Goldozi-supported product lines.  


The Deputy Chief of Party (DCOP) is responsible for all aspects of Operations, Grants and Contracts, asset administration, procurement, logistics, HR, office management and security, and will assist the Chief of Party (COP) with financial oversight, management of sub-granting processes and responding to internal and external audits. S/he will ensure that the program implementation is compliant with FHI 360’s policies and with USAID rules and regulations. The DCOP will support strategic program management, ensuring coordination and collaboration across program components, work planning, budgeting, reporting, and timely achievement of program deliverables. In the absence of the COP, s/he will represent the project to external stakeholders including government officials and donors and will supervise project operations staff to ensure that project activities are completed in a timely manner and are of high technical quality.



Grants Management:

  • Lead the grants-based implementation in close consultation with the Associate Director of Programs.
  • In close consultation with the Grants Manager, oversee the quality of the grant management cycle, sub-grantees, short-term consultants, M&E, and grant making activities.
  • In close consultation with the Grants Manager, ensure proper grant startup and close-out procedures are in line with sub-grant requirements, policies and procedures and grant \management manual.
  • Review sub-grantees’ reports to ensure accuracy, dissemination and learning.
  • Ensure that both FHI 360 and USAID rules and regulations are adequately understood and adhered to by all sub-grantees.
  • Ensure training and technical assistance is provided to grantees in reporting, general financial management.

Procurement and Logistics:

  • Ensure procurement needs are listed on the procurement tracker and shared with the Procurement Manager.
  • In consultation with the Procurement Manager, ensure all procurement packages (sub-grants, vendor contracts, etc.) are compliant with US government regulations and FHI 360 policy prior to the COP’s approval and/or submission to the FHI 360 regional office.
  • Ensure that project properties are managed in accordance with the USAID’s and FHI 360’s regulations and policy.

Administration and Security:

  • Ensure the project is compliant with FHI 360policies and USAID rules and regulations.
  • Work closely with FHI 360 regional staff (Finance, HR and CMS) to fully utilize and interpret all current reports, as well as create new reports/tools and improve current reports/tools.
  • Work closely with the Security & Logistics Manager to ensure staff safety, program operation safety, and adherence to staff transportation and vehicle utilization policies.
  • Ensure that vehicles fleet, maintenance and movement are compliant with FHI 360 and USAID’s rules and regulations.
  • When required ensure staff travels are planned and managed in timely manner.
  • When required ensure that accommodation and security briefing are provided to the international staff and consultants.
  • Ensure that the flights and visas are managed for project staff.
  • Ensure that project IT infrastructure and services are fully operational, updated and well protected. 

Human resource management:

  • Supervise day-to-day operations of assigned staff, focusing on mentoring teams and building their capacity.
  • Mentor the Ops/HR Specialist to ensure all HR matters and recruitment needs are managed in close consultation with the FHI 360 Associate Director of HR.
  • Provide operational and management leadership, develop strategies and participate in the design and implementation of project activities in coordination with project technical experts.
  • Perform other duties assigned by the COP, and represent the project in the absence of the COP.


  • A university degree is required, with a strong preference for study in business administration, accounting, or finance. MBA degree from a reputable institution is highly preferred.
  • Minimum eight years of work experience is required in a field related to accounting, finance and compliance including at least two years of experience managing USAID-funded programs in post-conflict environments
  • Minimum four years of experience as a Director of Finance and Administration (or similar supervisory posts) on USAID projects, and a thorough understanding of USAID rules and regulations highly preferred.
  • The candidate should have extensive knowledge and experience in the areas of: financial management, grants management (in the forms of cost reimbursable grants, fixed obligation grants, and contracts), procurement and contracting, human resources and administration management, and USAID rules and regulations in all the aforementioned areas. Experience managing value chains development grants highly desirable.
  • The candidate should have extensive experience and understanding of accounting practices and procedures, records management, and audits.
  • Ability to work under pressure and maintain accuracy with a very demanding workload and in a culturally sensitive environment.
  • Knowledge of MS Word, Excel and common specialized accounting software.
  • Strong interpersonal skills and ability to work effectively with privately owned companies and NGO’s, project staff, beneficiaries, donor, local and international security companies, and headquarters program staff is required.
  • Excellent organizational, analytical, oral and written communication skills in English, Dari or Pashto is required.
  • Demonstrated supervisory and leadership skills, ability to work well in a team environment.
  • Previous work experience implementing development projects in conflict/post-conflict zones and comfort working in a high security environment.
