Org. Setting and Reporting
The position is located in the Office of the Director, Technology for Development Division Division (TDD) of the United Nations Economic and Social Commission for Western Asia (ESCWA). The Staff Assistant will work under the direct supervision and guidance of the Director of TDD.
Within limits of delegated authority, the Staff Assistant will be responsible for the following duties:
1- Performs, under minimal supervision, the full range of office management and administrative support functions; typically provides direct assistance to the Director or manager responsible for a major programme, such as a branch or division;
2- Maintains liaison with the Director and with senior officials in other sections regarding on-going programmes and other administrative matters; monitors processes and schedules related to the sections’ outputs, products, tasks, etc.;
3- Ensures smooth and efficient information flow within the division; prepares and processes confidential information; assists in the development of office administrative systems and procedures;
4- Researches, compiles and summarizes background materials for use in preparation of reports, briefs, speeches, etc.;
5- Provides assistance in the coordination of service-wide activities (meetings, training, etc.), special projects and events;
6- Orients new staff to relevant administrative procedures and practices and provides general assistance to other office support staff, as required; may coordinate the work of office support staff in providing meetings servicing/administrative support to various sessions of commissions and other bodies;
7- Attends meetings, prepares minutes, monitors follow-up activities;
8- Responds or drafts responses to a wide range of correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports;
9- Manages, updates and further develops internal databases; updates website; generates a variety of standard and non-standard statistical and other reports from various databases;
10- Carries out quality control function for outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style;
11- Responds to complex information requests and inquiries (e.g. answers requests requiring file search, etc.);
12- Assists in the preparation of presentation materials using appropriate technology/software;
13- May provide some specialized support to sections (e.g. technology support, editing, desktop publishing, etc.);
14- Maintains calendar/schedules; monitors changes and communicate relevant information to appropriate staff inside and outside the immediate work division;
15- Performs a variety of administrative duties (e.g. leave recording, meeting organization, reservations, office supply and equipment orders, etc.), including preparing and/or processing administrative requests/documents (e.g., travel requests, expense claims, vouchers, visa applications, etc.);
16- Maintains files (both paper and electronic) and databases for work section;
17- Provides administrative and logistical support to the division and its events ((e.g. meetings, training, special projects and events, invitations to potential participants and experts/ visas/ flight bookings/ travel requests including cost estimation, coordinating with Travel Unit and Hotels, roster preparation and payment etc..);
18- Follows-up on individual contractors/consultancy requests, mail, correspondences and pending matters;
19- Performs other duties as assigned.

Planning and Organizing – Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
High school diploma or equivalent.
A minimum of five (5) years of experience in general office support or related areas. Demonstrated experience working with an ERP system (preferable SAP) is desirable.
English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.
In addition to the above, the shortlisted candidates may undergo a substantive written assessment related to the functions of the post and an interview. Only short-listed candidates will be contacted.
This temporary position is available through 27 November 2018.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
