Org. Setting and Reporting
This position is located in the Office of the Under-Secretary-General for Political Affairs. The Office of the Under-Secretary-General for Political Affairs is charged with the overall policy direction, supervision and management of the Department. Incumbents typically report to Senior Political Affairs Officer.
Within limits of delegated authority and depending on location, the Programme Assistant may be responsible for the following duties:
•Assists in the coordination of programme and preparation work for the Office of the Under-Secretary-General,; monitors status of various political and management issues and receipt of relevant documentation for review and approval.
•Compiles, summarizes, and presents basic information/data on management of political issues.
•Reviews management issues; verifies availability of funds; ensures necessary approval and entry in computerized systems. Provides support for regular and SPM budget/Serves as focal point for administrative coordination of management issues, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
•Compiles, summarizes and enters data on various management and political issues.
•Drafts correspondence on a range of management issues and prepares and updates periodic reports, briefing notes related to political issues, data summaries, etc.
•Provides general office assistance; responds to complex information requests and inquiries, including from special political missions; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
•Assists the Senior Political Affairs Officer in maintaining a smooth and efficient information flow within the department; prepares and processes confidential information, including related to sensitive political developments and communications with Member States; assists in the development of office administrative systems and procedures.
•Provides direct assistance to the Senior Political Affairs Officer (P-5), including with schedules and travel arrangements.
•Provides guidance/training to new/junior staff.
Performs other duties as needed.
Knowledge of internal policies, processes and procedures generally and in particular those related to administration and management issues, including human resources. Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. Ability to work well with figures, undertake basic research and gather information from standard sources. Demonstrated ability to apply good judgment in the context of assignments given. High school diploma or equivalent.
A minimum of five years of experience in programme or project administration, technical cooperation or related area is required. Administrative support experience in an international organizations is desirable. Experience in supporting senior officials is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
