Background
The UN in Kyrgyzstan through the United Nations Development Programme (UNDP) has been supporting the efforts of the Kyrgyz Republic in strengthening the effectiveness, transparency and inclusiveness of the electoral processes starting from the 2010 constitutional reform, which led to the establishment of a parliamentary democracy and was followed by a series of elections largely recognized by domestic and international observers as competitive and inclusive.

The 22-month programme (February 2020 to December 2021) consists of three components:
1) Enhancing the inclusion, integrity and transparency of the electoral operations, including sustained upgrade and modernization of equipment;
2) Enhancing the capacity of the key national partners in conducting public outreach and external communication, including engagement with civil society, media and other key electoral stakeholders, and empowerment of women as voters and eligible candidates;

Enhancing the capacity of the Central Elections Commission (CEC) and other key stakeholders to identify, manage and respond to electoral violence, through systems dedicated to early warning and early response mechanisms.
Under the guidance of the Chief Technical Advisor on Elections Support and supervision of the Programme Manager, the Civic Education Coordinator will provide a high-quality services to the Kyrgyzstan Electoral Support Programme to ensure timely and efficient coordination and monitoring over implementation of respective Programme Output 2 “Enhancing the capacity of the key national partners in conducting public outreach and external communication, including engagement with civil society, media and other key electoral stakeholders, and empowerment of women as voters and eligible candidates”. The Civic Education Coordinator promotes a client, quality and results-oriented approach.

Duties and Responsibilities
Responsible for the implementation of programme activities under respective Programme Output 2 “Enhancing the capacity of the key national partners in conducting public outreach and external communication, including engagement with civil society, media and other key electoral stakeholders, and empowerment of women as voters and eligible candidates”;
Prepare quarterly action plans and component progress reports;
Assist the Chief Technical Advisor on Elections Support and Programme Manager in operational management of UNDP Kyrgyzstan Electoral Support Programme and in compliance with the UNDP Rules and Regulations;
Provide support to the Chief Technical Advisor and Programme Manager in formulation, implementation and evaluation activities on the substantive side of the component respective area;
Support the Chief Technical Advisor and Programme Manager in timely preparing and compilation of the Programme Annual/Quarterly Work plans, Progress and Final Reports, Budget Forecasts at the level of the component 2 “Enhancing the capacity of the key national partners in conducting public outreach and external communication, including engagement with civil society, media and other key electoral stakeholders, and empowerment of women as voters and eligible candidates”.and Kyrgyzstan Electoral Support ProgrammeProgramme;
Ensuring the delivery of the assigned programme resources against approved budgets;
Ensure aligning the programme activities within the component with the UNDP mandate and corporate priorities, National strategies/programme and contribution to the capacity development of the national counterpart institutions;
Liaise with key stakeholders and other partners, including the Central Election Commission and it’s Civic Education Center, civil society, universities, media to ensure proper coordination and partnership within the framework of component activities implementation;
Supports the development and implementation of the national campaigns on inclusiveness and women’s participations, on the prevention of electoral violations, on effective election dispute resolutions and ensuring voting rights of migrants;
Ensure fulfillment of standard procedures, including the ones on procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations;
Ensure proper documentation and codification (knowledge management) of programme methodologies and experiences for wide dissemination and institutional memory;
Undertake regular field visits;
Monitor regularly and ensure timely and adequate implementation of the component action plans, undertake necessary preparatory actions for the planned activities, and liaise with relevant parties, if needed;
Handle correspondence and keep the filing system related to the component and to general programme matters;
Arrange Programme events including meetings, trainings and other activities related to component implementation;
Work towards achievement of goals set up in UNDP strategic documents (Corporate strategy, UNDAF, CPAP, Programme document etc.) and relevant national legislation;
Work with Chief Technical Advisor on Elections Support and Programme Manager on the substantive aspects of the component;
Perform other duties that may be required by Chief Technical Advisor and Programme Manager for effective implementation of the Programme.

Required Skills and Experience
Education:

Master’s degree or equivalent in Law, Political or Social Sciences or other related field.
Experience:

2 years of relevant experience in managing/coordinating projects and hands-on experience in design, monitoring and evaluation of development projects;
Managerial experience;
Strong knowledge of the issues in the relevant component, general understanding of all the major Programme issues. Be familiar with development methodologies, including development of the public outreach strategies and campaign targeting vulnerable groups and/or civic education approaches;
Experience of work with the international organizations, high-level government officials representing central governmental bodies and local administrations;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
Experience working with civil society and media is an asset.
Language Requirements:

Fluency in English and Russian;
Knowledge of Kyrgyz is an asset.
